Electronic Patient Records (EPR) represents a major IT project in Moorfield's excellence delivery programme. EPR will collate and consolidate the management of clinical records to support clinicians and colleagues across the trust in making more effective decisions, improving clinical outcomes and patient experience.

Patients are at the centre of everything we do. Our EPR will help us to ensure that we continue to improve our delivery of services and treatment plans around patient needs. The EPR is designed to wrap around our specialist ophthalmology clinical noting system, OpenEyes, to provide a seamlessly integrated patient record system. Combining this leading ophthalmology centred noting system with the benefits of broader patient-centred record integration is an exciting step forward in supporting trust staff to continue to deliver leading eye care as we get closer to moving to our new centre for advancing eye care, currently known as Oriel, which is being built in Camden.

Main duties of the job

You will:

Be responsible for the design, build, testing and operating of data operational services.

Recognise and share opportunities to reuse existing data flows between teams

Co-ordinate teams and set best practice and standards

Apply knowledge of systems integration to your work, and your teams' work

Champion data engineering across the organisation, and with partners

Build data engineering capability by providing technical leadership and career development for the community

Job responsibilities

Leadership

Provide leadership and direction to the service, including the wider directorate and business teamsMentor, coach and line manage the Data Engineering team and services (including any managed services) - developing their skills and capabilities to meet the needs of the organisation and healthcare partners, as well as building on existing recruiting capabilities to address new needs or skill gaps

Availability and capacity management

Create and be responsible for data engineering policy and strategy for service and capacity management, and the implementation of required changesResponsibility for ensuring the data engineering standards and procedures are met across teams and managed service providers, identifying capacity issues, interdependencies, stipulating the required changes and instigating these.

Communicating between the technical and non-technical

Listen to the needs of technical and business stakeholders, and interpret them, mediating between people and mend relationships working with stakeholders at all levelsEffectively manage stakeholder expectations including with discussions about risk and complexity, even within constrained timescalesManage active and reactive communicationSupport or host difficult discussions within the team or with diverse senior stakeholders

Identify, develop and lead complex service improvements and ensure we operate within agreed policy and standards.

Data analysis and synthesis

Understand and help teams to apply a range of techniques for data profilingSource system analysis from a complex single sourceBring multiple data sources together in a confirmed model for analysis

Data development process Establish enterprise-scale data integration procedures across the data development life cycle, and ensure that teams adhere to them Manage resources to ensure that data services work effectively at an enterprise level

Data innovation Identify areas of innovation in data tools and techniques, and recognise appropriate timing for adoption Perform horizon-scanning for the organisation and introduce innovative ways of working

Data integration design Establish standards, keep them up to date and ensure adherence to them Keep abreast of best practice in industry

Data modelling Understand the concepts and principles of data modelling and can produce relevant data models Work across healthcare and industry, recognising opportunities for the reuse and alignment of data models in different organisations Design the method to categorise data models within an organisation

Data operations Ensure the data operational environment is maintained to the highest standards, with appropriate monitoring and coverage, automating remediation action(s) where possible and the team adhere to these. Ensure high-quality data knowledge documentation is kept across the team and services, and policy and standards are adhered to. Partner with other enabling technology teams to ensure we provide a fit-for-purpose, performant data service to users that is continually improving.

Understand how to balance cost versus valueConsider the impact of user needsBudget authority and report on the financial delivery of your services (pay and non-pay), and manage non-pay contractsMonitor cost and budget for your services (pay and non-pay) and know how and when to escalate issues

Governance Ensure the data operational service and engineering practices work within policy, standards, processes and procedures. Ensure secure by design, and clinical safety principles and governance is adhered to, and partner with specialist teams (information governance, information security, etc) all to ensure successful outcomes. Ensure that all engineering and operational activity is adheres to our IT service and operational policy, processes, and procedures.

Metadata management Design, establish and operate an appropriate metadata repository Lead continual improvement changes to metadata repositories, and setup robust governance processes to keep repositories up to date Understand a range of tools for storing and working with metadata Advise less experienced members of the team about metadata management

Ownership You take accountability for issues that occur and be proactive in searching for potential problems. You know how to achieve excellent user outcomes and embed this into the work of your team and service.

Problem resolution (data) Anticipate problems and defend against them at the right time Understand how a problem fits into the larger picture Identify and describe problems, and help others to describe them Build problem-solving capabilities in others

Programming and build (data engineering) Set local or team-based standards for programming tools and techniques, and can select appropriate development methods Advise on the application of standards and methods and ensure compliance Take technical responsibility for all stages and iterations for data engineering products / services, providing method-specific advice and guidance to stakeholders.

Influence stakeholders and manage relationships effectively Build long-term strategic relationships Facilitate and deliver business outcomes.

Strategic thinking

Define strategies and policies across the IT Operations teams and provide guidance to others on working in the strategic context

Evaluate current strategies to ensure business requirements are being met and exceeded where possible

Create, develop and maintain operating procedures and policies for data, and contribute to the development of enterprise-wide policies and operating procedures (where they span multiple teams)

Ensure alignment of operating procedures and policies in-line with national, sector (ICS) and industry best practice where it makes sense to do so

Technical understanding Anticipate and advise on future technology changes that represent opportunities for the products or services

Testing Review requirements and specifications, and define test conditions Identify issues and risks associated with work Analyse and report test activities and results

Collaborate with user researchers and can represent users internally

Explain the difference between user needs and the desires of the user

Champion user research to focus on all users

Prioritise and define approaches to understand the user story, guiding others in doing so

Person SpecificationEducation / Qualifications

  • Relevant data or technology qualification, or equivalent experience
  • Relevant management / leadership qualification or equivalent experience to masters level
  • Registered with a relevant informatics professional body

Experience

  • Experience in a data engineer / analyst / consulting (or similar) role
  • Experience of leading user/customer-centric teams and delivering on continuous service improvement initiatives
  • Experience of running complex data / data warehouse services, leading the design, deployment and operating of mission-critical services
  • Experience designing, developing and operating multiple data / data warehouse technologies (SQL, Oracle, etc), or similar, and datasets and supporting technologies (SSRS, SSIS, etc)
  • Experience of measuring service performance to agreed SLAs/OLAs and creating reports for stakeholders - with supporting context / narrative
  • Experience of solving complex problems for users through the use of technology - all with a focus on user needs
  • Experience of supporting the transition of products from Delivery into Live Service
  • Supervision and direct line management of multiple teams - including (but not limited to) - recruitment, capability and performance, training, leadership, motivation, sickness absence
  • Management of financial budgets for a team (pay, on-call, consumables)
  • Experience of management products / services in healthcare (NHS)
