*This is a hybrid-working role, with attendance in the Chelmsford office expected to be to 1 day per week on average, depending on business need.
This is a fixed term contract / secondment opportunity for a period of 12 months.

The role will provide the Council with reliable quantitative and qualitative analysis. This will require the gathering and analysis of a wide range of business data and evidence for the development of services and products to support the Council’s business plans. Collaborative working and engagement is required with Senior Leaders and external stakeholders to provide the information and business intelligence required for effective leadership, governance and decision making.
The role requires education to degree level or equivalent by experience with understanding of the complexities of working in a political environment. Practical experience and knowledge of analytical tools in an evidence-led organisation is needed.
Accountabilities
Responsible for using a range of sources to produce high quality analytical reports giving clear recommendations for action to improve outcomes for local people and/or organisational effectiveness.
Developing and delivering a range of analytical, financial, performance and demographic information to enable to the Council to make timely and efficient decisions.
Responsible for gathering and analysing a wide range of data and evidence for the development of services and products to agreed service standards.
Responsible for providing Senior Leaders and stakeholders with the information and business intelligence required for effective leadership, governance, commissioning and decision making.
Responsible for providing timely analysis to enable the Council to focus on demand management and prevention as well as whole-systems integration
Responsible for developing a range of evidence based recommendations through the application of data analysis methodologies relating to need, demand and supply.
Working collaboratively with stakeholders to scope requirements and develop robust research and analysis products to enable the assessment of current and future needs, demand, trends and supply across the Council.
Specific individual and shared targets and objectives are defined annually within the performance management framework.
Skills, knowledge and experience
Educated to degree level or equivalent by experience.
Evidence of continuing professional development and knowledge in relevant professional area.
Demonstrable understanding of the complexities of working in a political environment with the skills to respond to different perspectives.
Practical knowledge and experience of using quantitative and qualitative analytical tools and techniques to produce recommendations that led to improvement.
Good understanding of organisational performance management frameworks.
Demonstrable understanding and knowledge of evaluation frameworks and techniques and demonstrating impact in complex multi-agency programmes.
