Portfolio Manager - Public Services

Location: UK-based, Glasgow or Whiteley - with occasional travel to customer, partner and Leidos locations as needed

Clearance Required: This role will require BPSS to start with attainment of UKSC for specific customer engagements.

We're looking for an experiencedPortfolio Manager to join our team.


In this role, you'll help lead a portfolio of programmes, services and strategic initiatives that support critical public services across the UK. Working closely with customers, delivery teams and business leaders, you'll help ensure successful outcomes while supporting growth, innovation and operational excellence.

What You'll Be Doing

Leadership & People

  • Lead and support a team of Programme Managers, Service Delivery Managers and delivery leaders.
  • Create an inclusive, collaborative and high-performing culture.
  • Support workforce planning and team growth to meet current and future demand.
  • Help attract, develop and retain great talent.
  • Encourage innovation and the adoption of new technologies, including AI-enabled tools.
  • Drive continuous improvement across people, processes and delivery.

Customer & Business Growth:

  • Build trusted relationships with customers, partners and stakeholders.
  • Identify opportunities to grow existing customer relationships and services.
  • Support business development, account planning and bid activities.
  • Stay informed on market trends, customer priorities and emerging technologies.
  • Work across teams to strengthen capabilities in areas such as: Digital Modernisation Systems Integration Cloud Cyber Security Data & Analytics AI-enabled Solutions

Portfolio Delivery:

  • Support the successful delivery of programmes and managed services.
  • Monitor delivery performance, customer satisfaction, financial performance and risk.
  • Ensure work is delivered in line with customer and organisational requirements.
  • Promote strong governance, planning, forecasting and reporting.
  • Work closely with engineering, architecture, finance, PMO, security and people teams.
  • Support effective risk management and problem-solving across the portfolio.

Innovation & Continuous Improvement:

  • Encourage the sharing of lessons learned and best practices.
  • Support the development of new delivery approaches and capabilities.
  • Help teams adopt innovative ways of working that improve customer outcomes and team effectiveness.

You may bring:

  • Experience leading portfolios, programmes or large-scale services.
  • Strong stakeholder and customer management skills.
  • The ability to balance people, delivery, commercial and operational priorities.
  • Experience managing risk, governance and financial performance.
  • A collaborative leadership style with a passion for developing others.
  • Interest in innovation, continuous improvement and emerging technologies.
  • Experience within government, public sector, defence, critical national infrastructure or technology environments would be beneficial but is not essential.
