Role Overview

We are seeking an experienced Senior Data Engineer / Data Engineer to design, build, and maintain robust data pipelines and architectures within NHS or Local Government environments.


The postholder will ensure efficient data collection, storage, and access to support analytical, operational, and decision‑making processes.


This role will work closely with data scientists, analysts, and operational teams to ensure high‑quality, secure, and accessible data across the organization.


Key Responsibilities

  • Design, develop, and maintain scalable data pipelines, architectures, and ETL/ELT processes to support NHS or Local Authority data initiatives.
  • Ensure efficient collection, storage, transformation, and access to both structured and unstructured data from multiple sources.
  • Collaborate with data scientists, analysts, and business stakeholders to enable analytics, reporting, and operational use of data.
  • Implement data integration solutions that comply with NHS Digital standards, Data Security & Protection Toolkit (DSPT), and Local Authority policies.
  • Ensure data pipelines and architecture adhere to UK GDPR, Data Protection Act 2018, and other relevant compliance and security requirements.
  • Monitor, troubleshoot, and optimise data pipelines and infrastructure for performance, reliability, and scalability.
  • Develop and maintain data documentation, metadata, and data quality standards.
  • Advise on best practices for data storage, governance, and security in public sector contexts.
  • Mentor and support junior data engineers and contribute to continuous improvement within the data engineering team.

Qualifications

  • Degree in Computer Science, Data Engineering, Information Systems, or related field, or equivalent experience.
  • Proven experience as a Senior Data Engineer or similar role, ideally within NHS, Local Authority, or public sector environments.
  • Strong expertise in ETL/ELT pipelines, data integration, and data architecture design.
  • Proficiency with SQL, Python, or R for data manipulation and automation.
  • Experience with data warehouses, data lakes, cloud platforms (Azure, AWS – (Glue, Redshift & EMR), GCP) and analytics tools.
  • Knowledge of data governance, privacy, and security standards, particularly within NHS / public sector.
  • Experience working with large, complex datasets and multiple data sources.
  • Strong problem‑solving skills and ability to work collaboratively with cross‑functional teams.
  • Experience mentoring junior staff or leading technical initiatives.
  • Experience with real‑time or streaming data pipelines (e.g., Kafka, Spark Streaming).
  • Knowledge of NHS Data Security & Protection Toolkit (DSPT) compliance requirements.
  • Familiarity with business intelligence tools such as Microsoft Fabric or Power BI, Tableau, or Qlik.
  • Professional certifications in cloud platforms, data engineering, or analytics.

Role Overview

We are seeking an experienced Information Governance Lead to oversee data privacy, security, and compliance within NHS or Local Government settings.


The postholder will establish and maintain robust governance frameworks, ensuring that all data handling practices comply with UK legislation, NHS standards, and local government policies.


This role provides expert guidance to senior leadership, operational teams, and stakeholders on data protection, ethical handling of information, and risk.


Key Responsibilities

  • Lead the development, implementation, and maintenance of Information Governance (IG) frameworks aligned with NHS Digital standards, Data Security & Protection Toolkit (DSPT), and Local Authority policies.
  • Ensure compliance with UK GDPR, Data Protection Act 2018, Freedom of Information Act 2000, and other relevant legislation/regulations.
  • Support the organisation’s Caldicott Guardian in safeguarding patient and citizen information.
  • Develop and maintain policies, procedures, and standards for data protection, information security, records management, and confidentiality.
  • Oversee Data Protection Impact Assessments (DPIAs) and privacy risk assessments for new systems, processes, and initiatives.
  • Lead the management of data breaches, including investigation, reporting to regulators (e.g., ICO), and implementation of mitigation measures.
  • Conduct internal audits and compliance reviews, ensuring continuous improvement in IG practices.
  • Deliver training and awareness programmes to staff on data protection, ethical handling of information, and NHS/local authority data policies.
  • Provide guidance on data sharing agreements, contracts, and procurement to ensure compliance with IG requirements.
  • Advise senior stakeholders on information risk, compliance, and governance strategies.
  • Significant experience in Information Governance, Data Protection, or Information Security in NHS or Local Government/public sector.
  • Strong knowledge of UK GDPR, Data Protection Act 2018, Freedom of Information, NHS IG standards, and Local Authority policies.
  • Experience developing and implementing governance frameworks, policies, and compliance controls.
  • Proven track record managing data incidents, breaches, and regulatory reporting.
  • Ability to interpret legislation and standards and translate them into practical organisational policies and guidance.
  • Strong stakeholder engagement and communication skills across multiple teams and levels of seniority.
  • Experience with DSPT assessment, IG toolkit submissions, or equivalent public sector compliance frameworks.
  • Desirable previous experience as a Data Protection Officer (DPO).
  • Knowledge of ISO 27001, NHS Cyber Security standards, or other relevant certifications.
  • Experience working closely with Caldicott Guardians and senior leadership on information governance strategies.
  • Professional certifications such as CIPP/E, CIPM, CISSP, or equivalent.
  • Experience leading audits or regulatory inspections within NHS or Local Government settings.

Qualifications

  • Degree in Law, Information Governance, Cyber Security, or a related field, or equivalent professional experience.
  • Relevant professional certifications preferred but not essential.
