We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales. Following the Independent Water Commission’s final report, the UK government has set out a bold new direction - one that brings together expertise from across the sector to deliver better outcomes for customers and the environment.

The Role

The Independent Water Commission published their final report on the review of the water sector regulatory system on 21 July 2025. While we are entering a period of change, Ofwat still has a lot of important work to do. We remain focused on the day job and ensuring that the £104 billion investment package that we have approved delivers the maximum benefits for customers and the environment. Ofwat remains committed to working constructively with the government and supporting outcomes that are in the best interests of customers, communities, and the environment. Our focus remains the same: delivering strong, independent economic regulation to deliver our vision of a secure and sustainable water sector, acting in the best interests of customers, communities and the environment.

The creation of the new regulator may take up to two years to finalise, during which time we will work closely with the government and other regulators to create a plan for a smooth transition.

The Senior Data Engineer role has an important and valuable contribution to enable us to deliver on our goals and regulatory commitments.

You will play a central role in delivering and maintaining Ofwat’s modern data platform services, built using Microsoft technologies including Fabric, Purview, and Power BI. Reporting to the Head of Data Platform Services, this role is responsible for the hands-on development of data engineering capabilities that support Ofwat’s regulatory objectives, digital transformation programme, and wider data strategy.

The postholder will work across both new and legacy data platforms, ensuring reliable data pipelines, integrations, and platform services. They will play a key role in the migration of critical data from legacy systems to the new platform and will support the development and operation of platform services that meet the needs of analytical, regulatory, and operational teams.

The Senior Data Engineer will collaborate closely with colleagues in the Data Strategy Team, IT, and wider business stakeholders to ensure data services are secure, scalable, reliable, and aligned with organisational priorities. They will also support the mentoring of junior engineers and contribute to the continuous improvement of engineering practices across the team.

About You

Below are some of the key essential experience, skills & knowledge required for this post:

  • Lead criterion: High proficiency in working with Microsoft data services, with experience of implementing and maintaining modern data platform components such as Microsoft Fabric, Azure Data Factory, Synapse/SQL DBs, and Power BI.
  • Proven experience in designing, building, and optimising scalable data pipelines and integration solutions, ideally within a regulated or data-driven environment.
  • Demonstrated ability to support and maintain data platforms, ensuring performance, availability, and cost-effectiveness across development, test, and production environments.
  • Strong understanding of data modelling, metadata management, and governance frameworks, and their practical application in enterprise data platforms.
  • Skilled in writing clean, well-documented, and testable code using languages and tools such as Python, PySpark and MS SQL alongside modern DevOps practices including version control and CI/CD pipelines.
  • Ability to work effectively as part of a multi-disciplinary team, collaborating with colleagues across IT, data strategy, digital, and policy teams to deliver data services that meet organisational needs.
  • Experience of working in or contributing to digital and data transformation programmes, ideally involving the development of reusable data services or products.
  • A strong commitment to continuous learning, staying informed of emerging trends in data engineering, analytics, and cloud platform capabilities.
