As a Senior Executive Officer (SEO) within the wider Data Insights team you will play a pivotal role in promoting and supporting the delivery of the Agency’s vision, mission and strategic objectives, by providing high-level oversight of and support for the delivery of services and projects within your area of responsibility, ensuring the implementation of policies and operational procedures and the effective management of team(s).


The postholder will work with senior leaders across APHA’s Data & Information Unit to transform the way APHA utilises data to understand activity and performance. This role involves collaborating with specialists and IT professionals to modernise data collection, sharing, and usage, to enable the production of agency wide performance and scorecard MI reports with insights and visualisations.


Using your specialist knowledge, you will ensure the Agency uses the right data effectively, enhancing analytical capabilities, providing APHA wide expertise in data analysis, insight, and intelligence whilst proactively identifying opportunities to use data to drive decision-making and growth.


The postholder will work within an Azure hosted medallion data architecture to transform, combine and exploit complex data in order to deliver descriptive, predictive and prescriptive analytics, and prepare semantic data models for BI Developers to use.


Duties include, but are not limited to, the following:


Leadership and Management

  • Provide day to day management within the data analysis team, working to develop data pipelines for new and unique data insights for the organisation.
  • Manage and co‑ordinate work across a number of areas, functions or geographic locations, as required, ensuring alignment with the Agency’s strategic objectives and goals.

Data Analysis

  • Play a key role in the preparation, production and analysis of high quality, accurate and timely data that informs decision making and drives great outcomes.
  • Develop processes and standards to track and analyse data and produce relevant data models for use in reports, highlighting and anticipating issues and opportunities.
  • Use high-quality delivery data to support decision-making for effective operational, scientific and policy decisions in a timely fashion; to inform both short- and medium‑term strategic plans.
  • Ensure that the right data is available at the right time, in the right format for all established and agreed responsibilities and that it is clear across programmes of work.

Stakeholder Engagement

  • Develop and maintain strong relationships with internal and external stakeholders, ensuring clear communication and alignment with APHA’s objectives.
  • Collaborate with stakeholders to understand data requirements and translate them into effective data structures and analytical solutions.
  • Support the development and implementation of engagement and communication plans, as required.
  • Communicate analysis with impact, building effective working relationships with senior policy, operational, scientific and delivery colleagues, other analytical professions.

Continuous Improvement

  • Lead on work to support data analysis process improvements.
  • Embrace / promote new systems, processes and ways of working, ensuring harmonisation across APHA and the wider Defra group, where appropriate.
  • Identify opportunities for process improvements and implement changes to enhance service delivery.
  • Utilise continuous improvement working practice.
