A new and exciting opportunity within the People & Organisational Development (People &OD) function has arisen here at Gloucestershire Hospitals.

Central to this is our workforce and as the Principal Data Analyst, you will play a pivotal role in ensuring we as a Trust deliver through effective, timely and coordinated data reporting and analysis.
You will work collaboratively with both Strategic Lead Workforce Planning & Information and the Head of People Planning & Workforce Information Team to support the Trust with its Workforce data requirements.
In line with our flexible working policy, we can accommodate hybrid working between on site and at home.
This role will be 09:00-17:00 type hours

Main duties of the job The post holder will have responsibility for the provision of a comprehensive, advanced data analytical support service to the Strategic Lead for Workforce Planning & Information, Trust Senior Leadership Team and Divisions, to improve our workforce planning approach, to help ensure we have the right staff in the right place at the right time to deliver the right outcomes to our population. The role will work within a data rich environment alongside ESR Self Service, Workforce Planning and Training Systems.
To lead on continued development of workforce analytics, including providing high level, complex dashboards and analysis to support the Trusts organisational needs in respect of a full remit of and wide ranging Workforce reporting. To support the review of technical tools and improve efficiencies in regards to how its workforce data is showcased and analysed.
This includes, but is not limited to, annual operational planning support, business planning support, trajectory forecasting and devising suites of dashboards or reports that support self-service access to key information for performance monitoring and operational decision making.

Qualifications

  • Educated to Masters level or equivalent.
  • In depth knowledge of information related field either acquired by postgraduate study to diploma level or equivalent experience
    Knowledge, Skills & Experience
  • Experience of working at a senior level in data analysis and/or data science
  • Experience of using business reporting systems and data tools such as Power BI, Tableau, SQL, Oracle, ESR, Excel.
  • Has experience of creating reports and dashboard when the request may not be clear or from a stakeholder that does not have the technical ability to convey what is required.
  • To produce complex trajectory and forecasting to enable robust planning at Division and Trust level. Producing insights, conclusions and recommendations to support decision making.
  • Implement changes and innovation to own project and work areas and propose recommendations for more effective delivery for supporting areas.
  • Provide expert advice to actively support analytical requirements, ensuring that the relevant analytical techniques are applied which will include but not limited to performance metrics, scenario modelling, demand & capacity modelling, demand predictions, evaluation of project delivery and statistical capability.
  • Ability to plan over a short, medium and long-term frameworks and adjust plans and impact on resource requirements accordingly.
  • Explain data patterns and their implications on interpretation to promote the use of data-driven decision making
    Leadership and Management
  • Can engage and negotiate with senior clinicians and other stakeholders on difficult and controversial issues, and present complex and sensitive information with clarity to large and influential groups
  • Demonstrate best practice approach to development of all tools and products
  • Link across all Departments, including Finance, Planning, HR and Clinical operational leads to address inter-dependencies and ensure alignment.
  • Lead the team in the adoption of specialist analytical techniques
  • To provide effective line management to a team of analysts responsible for the identification, validation and correction of data. This includes but it not restricted to Day to day Line Management reasonabilitys, including health and wellbeing, support and guidance, training and development and appraisals
    Education and Training
  • To provide training and advice to colleagues with a range of data and technical abilities to ensure that they are equipped with the skills required to utilise the workforce information for their required ask.
  • To work engage and collaborate with a wide range of stakeholders internal (eg budget holders, clinical leads and very senior managers etc) and external (eg ICS, regional and NHSE colleagues etc). To challenge where appropriate.
    Improving quality and developing practices
  • To undertake regular and robust audits of data and data quality ensuring that information that is shared is accurate and up to date.
  • Shows initiative in seeking out best practice, constantly reviewing and improving processes to ensure that workforce reporting remains relevant and appropriate.
  • Analyse, interpret and present data to highlight issues, risks and support decision making.
  • Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS.
  • Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.

    To identify risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
