Skills Required

Strong experience in operational and transactional data modelling, including:



  • Conceptual, Logical, and Physical data models
  • Entity-Relationship (ER) modelling and data normalisation
  • Designing and maintaining data artefacts aligned with structured governance frameworks
  • Experience designing data models for both relational and NoSQL data stores, including:

    • Relational databases (e.g. PostgreSQL, DB2, or equivalent)



Data Governance & Standards

Ability to define, implement, and maintain:



  • Data standards and naming conventions
  • Metadata management and data dictionaries
  • Field-level mappings and transformation rules
  • Data mapping governance processes

Experience using data modelling tools such as:



  • ER/Studio
  • Erwin
  • Or equivalent enterprise data modelling tools

Technical & Architectural Knowledge

Strong understanding of:



  • Data integrity, constraints, and referential integrity
  • Auditability, lineage, and traceability requirements
  • Data mappings and transformation rule governance

Knowledge & Experience Required

  • Experience working with UK Government or similar large public-sector organisations
  • Experience collaborating with policy, legal, and operational stakeholders to define data meaning and business rules
  • Familiarity with Government Digital and Data (DDaT) or Data Profession frameworks
  • Experience supporting parallel run and controlled cutover approaches during system migration
  • Exposure to downstream data integration with enterprise Data & Analytics platforms (without owning platform design)
  • Power BI knowledge (desirable)
