SW Locums are looking for an experienced professional to lead a team of Asset Surveying professionals and data analyst(s), who undertake condition and compliance surveys to the Council’s housing stock, ensuring the housing landlord stock portfolio meets regulatory and legislative requirements and maintains value of its asset base. Maintain data in core housing business systems and using that data to develop asset insights, to achieve results and agreed performance measures.

Essential Requirements:

· HNC in Building Surveying or equivalent qualification.
· Evidence of continuing development of professional skills.
· Associate membership of Royal Institute of Chartered Surveyors (Building Surveying pathway).

Knowledge/Experience

· Experience of leading teams in asset management, property services or related sectors.
· Experience of managing contracts, contractors, and consultant teams to achieve high levels of performance, KPI adherence and quality outcomes.
· Experience of working in asset management at a strategic level within the social housing sector.
· Evidence of ability to develop, analyse and evaluate data and complex technical information.
· Experience of managing programmes and complex, multi-disciplinary projects.
· Comprehensive knowledge of statutory regulations and related functions.
· Demonstrated knowledge and experience of developing long term asset investment programmes using data driven insights.
· Experience of asset options appraisals and developing future use plans to achieve long term asset viability.
· Knowledge of property and construction practices.
· Specific experience of creating and reporting business plan forecasts and budget projections.
· Knowledge and experience of risk, both strategically and operationally to ensure control measures are in place.
· Subject matter expertise and detailed professional knowledge.
· Building Regulations knowledge.
· Experience of advising stakeholders and clients on complex/specialist issues relating to role.
· Sound working knowledge of the statutory, regulatory, policy and contractual frameworks.
· An understanding of social housing and the various architypes of premises and lifespan on assets, as well as Landlord H&S compliance legislation.
· Competent in the use of Microsoft Office.
