Purpose of the Role Therole will work in the Data and Information Team, bringing an openmind and strong intellectual curiosity to identifying and solvingcomplex business problems with geospatial data science, andsupporting colleagues across the business to continually innovateand leverage our data. We are looking for data talent to join acentral team that supports all areas of Ofcom’s regulatory work,supporting and working alongside colleagues across the organisationto ensure that data and evidence underpin the wide variety of workthat we do. This role requires an individual who is highlyanalytical and able to engage with customers, applying geospatialskills, knowledge of the latest advances, and best practice tosupport the business. You will get the opportunity to support thegrowth of the geospatial capability and community across Ofcom,enabling teams to apply a broad range of spatial methods to developsolutions for many different, real-world problems. Requirements ofthe Role 1. Support the management and development of geospatialsolutions from a range of data sources and use best practices togenerate accurate, reproducible work in an agile way. 2. Source,access, manipulate and engineer data across a range of sources anddata formats for insights and analysis, working with stakeholdersand data engineers as appropriate. 3. Explore and visualise data topresent a story in a meaningful way and communicate insights to arange of technical and non-technical audiences with impact. 4.Contribute to the continuous development of workflows and processesfor geospatial analysis so that we work effectively andinnovatively. Provide methodological and technical advice andguidance to early career analysts, ensuring compliance withrelevant data, ethics and information security principles. 5.Maintain an awareness of, and utilise, an evolving range of dataanalysis tools and techniques, including open source. Be able tolearn and deploy new skills as and when required. 6. Promotegeospatial data science skills and inspire best practice in otherteams, helping to build Ofcom’s understanding of the methodsavailable and identifying opportunities to innovate. Skills,Knowledge and Experience You will need to demonstrate knowledge orexperience of: 1. Exploring and advocating ways of utilising newgeospatial tools and techniques to tackle business andorganisational challenges. 2. Experience of managing and analysinglarge and complex reference datasets in a relational databaseenvironment (e.g. Postgres / PostGIS, R Studio), and undertakingspatial analysis of large and complex datasets using specialistsoftware (e.g. Postgres, QGIS, ESRI, MapInfo, Alteryx, R, Pythonetc.) to develop impactful outcomes. 3. Experience of severaldifferent geospatial, and geospatial data science methods, theirappropriate application, strengths, and limitations. 4. Applyingscientific methods through experimental design, exploratory dataanalysis and hypothesis testing to reach robust conclusions,including reviewing the work of others. 5. Executing Plans:Awareness of project management skills and the translation ofbusiness requirements into actionable projects. 6. FormingRelationships: Working as part of a team, and independently,demonstrating flexibility and adaptability, and supporting aculture of collaboration and trust. 7. Channelling Influence:Strong interpersonal skills and evidence of ability to interacteffectively with a range of stakeholders, both internally andexternally. Qualifications Degree in Geographic InformationSystems, Geography, or a numerate discipline which demonstratesdata skills e.g., Data Science, Mathematics, Statistics, Physics(this is not a definitive list), and experience in geospatial datascience or an equivalent role.
