Data Engineer – West Midlands Combined Authority (WMCA)

Fixed‑term contract (12 months)


WMCA is building a regional data platform that unites retrofit programme data from local authorities, contractors and IoT telemetry to drive smarter decisions and demonstrate real‑world impact. As a Data Engineer you will design and develop scalable data pipelines and dimensional models on an enterprise‑grade data lake, creating high‑quality, insight‑rich datasets and APIs that power dashboards and reporting tools.


Responsibilities

  • Design and develop Extract, Transform and Load (ETL) pipeline processes to automate access to source data, perform quality checks and increase usage.
  • Assist with the development of new data analysis and reporting systems.
  • Develop dimensional data models using various frameworks.
  • Analyse various datasets, correlating and integrating them with secondary and primary data sources to generate insight.
  • Identify and obtain key data sets that enhance insight.
  • Support development and maintenance of the data platform, tools and data library.
  • Model, map and document data and processes from source through to utilisation within business processes.
  • Operate and maintain data portals to enable user access while supporting data licensing and GDPR compliance.
  • Respond efficiently to intelligence requests from colleagues, partners and stakeholders.

Essential Qualifications

  • Extensive experience using Azure Synapse Analytics and Azure Data Factory.
  • Experience using GIS in a commercial or public sector environment to build mapping‑based data analysis solutions.
  • Programming and scripting experience (e.g. FME, Python, DAX, JavaScript) to extract, transform and manage data.
  • Experience capturing, analysing and managing complex datasets from a variety of sources (APIs, etc.).
  • Experience collecting and validating intelligence, assessing credibility of information and reliability of sources.
  • Extensive experience with the Microsoft business intelligence stack (Power Platform, SQL Server, SSAS, SSRS).
  • Detailed understanding of underlying database technologies (SQL Server) and SQL syntax.
  • Evidence of teamwork to achieve shared goals.
  • Ability to prioritise workload effectively and meet tight deadlines.
  • Strong DAX programming skills to construct new data models and complex measures.
  • High level of accuracy and attention to detail.
  • Demonstrated legal understanding of data licensing and knowledge of relevant Acts of Parliament and data protection legislation.
  • Strong analytical and problem‑solving skills, with proficiency in PC‑based analysis and graphics software.
  • Excellent communication and interpersonal skills for interacting with internal and external partners.
  • Excellent verbal, presentational and report‑writing skills across multiple channels.
  • Ability to develop appropriate data visualisation to communicate data effectively.
  • Degree level education or equivalent.

Location

16 Summer Lane, Birmingham, B19 3SD – minimum 2 days a week in the office.
